This presentation describes a means to reduce the wasteful infrastructure costs of Video on Demand, while improving the operational immediacy that customers require.

A multiple thousand-fold improvement in OTT bandwidth utilization and server efficiency can be achieved with the methods described here. Technical drivers, including the relevance of IPv6, 5G and ATSC 3.0 are discussed. Economic benefits and barriers are examined. 

Significant capital and operational cost savings can be achieved for Network Operators & Content Service Providers. Every party within the VoD ecosystem gains advantage or opportunity.

The author submits this proposal as an inspirational starting point for a standardization effort to be undertaken by an accredited standards body.
